Hawaii Sports Betting Legalization Bill Killed By Lawmakers

Hawaii legislators Friday declined a last version of a sports legalization expense, ending efforts to bring legal sportsbooks to the state this year.

- Hawaii's very first sportsbooks would have released later on this calendar year if approved by full Senate and House.

  • DraftKings, FanDuel headlined approximately a dozen operators that would have had an interest in the state.
  • Hawaii would have been the 40th state to approve legal online betting platforms.

A joint conference committee of Hawaii state Senate and Legislature members could not accept an unified version of the diverse Hawaii sports betting expenses that formerly passed the respective chambers. Hawaii law requires both House and Senate to pass identical versions of the bill before it can pass into law.

This indicates there will not be a final vote next week in both chambers. The legislature adjourns May 2.

If gone by both your home and Senate the bill would have gone to Gov. Josh Green's desk for signature. Green had actually indicated to regional media outlets he would sign the costs.

The Senate version consisted of a 10% tax rate on gross video gaming revenue and a $250,000 license cost that were not in your house bill. Opponents of the bill had aimed to increase both rates.

Hawaii and Utah are the only states with no legal mobile sportsbooks, casinos, horse tracks or a lottery game.

Hawaii would have been the 40th state to approve mobile sports betting and the 32nd to permit statewide mobile wagering. It would have joined Tennessee, Maine, Vermont, and Wyoming among states with a competitive mobile sports wagering market but no legal in-person sportsbooks.

Hawaii's first legal sportsbooks would have been set to take their very first legal bets before Jan. 1, 2026.

The legislation required regulators to accredit a minimum of four mobile sportsbooks. FanDuel, DraftKings, BetMGM, and Fanatics supported the expense and would have been among the likeliest to pursue licensure.

Other nationwide brands consisting of Caesars, ESPN BET, BetRivers, and bet365 could have also sought licensure. Boyd Gaming, which runs several Las Vegas casinos with big Hawaiian consumer bases, showed throughout its corporate incomes call Thursday it would introduce its Boyd Sports mobile sportsbook in the state if approved.

The Hawaii video gaming revenue tax rates and licensing costs were amongst the nation's most affordable but advocates nationwide have argued these are vital aspects that help attract legal books and develop a strong, competitive market. Hawaii sportsbooks also would not need to partner with brick-and-mortar gaming residential or commercial properties, simplifying the licensing procedure.

Though Hawaii is among the country's smaller-populated states, the Islands sees millions of gos to from Americans every year. That consists of approximately 3 million from California, among the remaining states without legal sportsbooks.
