Sweden Resets Gambling Fees for Inspectorate's Sweep Of 2026 Changes


A new licensing program for gambling companies in Sweden will work from 1 March 2026, overseen by the Gambling Inspectorate of Spelinspektionen.

Authorised by the Riksdag, the reform resets supervision costs for licensed gambling operators (B2C) and technology and video games providers (B2B)

A brand-new cost structure consists of a heading yearly charge of SEK 240,000 (EUR21,000) per B2C licence and SEK 16,500 (EUR1,450) for betting software licenses. The upgraded structure is formalised under policy SIFS 2026:1, changing the existing cost guideline SIFS 2024:4.

The modification does not modify what gambling activities are allowed in Sweden, however enables the cost of regulatory guidance under the Gambling Act 2018 to reflect deepening oversight needs undertaken by Spelinspektionen.

An essential structural change is that supervision fees will be charged per licence instead of per business group.

As a result, operators holding both a business online casino licence and a wagering licence will be needed to pay different yearly fees of SEK 240,000 (EUR21,000) for each licence held.

For B2B licences, SIFS 2026:1 establishes a rolling 12-month supervision period starting from the date a licence or software authorization is granted, with subsequent 12-month durations obtaining as long as the authorisation stays in force.

Should a licence run for less than a complete year, fees may be calculated on a pro-rata basis, subject to a minimum charge equal to one twelfth of the yearly quantity.

Supervision ought to be invoiced and paid beforehand. However, where a licence remains active due to a court judgment or legal continuation, Spelinspektionen might invoice the applicable cost retrospectively. The regulator likewise maintains discretion to lower or waive fees in exceptional circumstances.

The modified licence fee structure will support Spelinspektionen as it manages a broad set of reforms to Sweden's online betting structure.

System change in 2026

From 1 April 2026, Spelinspektionen and the Ministry of Finance will a "complete ban on credit-funded betting transactions", restricting certified operators from processing payments connected to credit cards, individual loans, overdrafts or buy-now-pay-later (BNPL) products. The measure is deemed as the most comprehensive restriction on credit-based betting transactions presented by a European state.
